Invitation for Bids: Santaishan Baiheitang Landscape Tower Decoration Project
Jiangsu Sushi Construction Project Management Co., Ltd. is entrusted by Suqian Santaishan Tourism Development Co., Ltd. to conduct competitive negotiation and purchase for the decoration project of Baihetang Landscape tower in Santaishan. Qualified suppliers are welcome to bid for the project.
I. Project name and serial number
Project name: Landscape Tower Decoration project of Baihe Hall in Santaishan

Ii. Brief description of the project
(I) Suqian Santaishan Tourism Development Co., Ltd. plans to renovate the walls and ground of the Landscape tower of Baihetang with a budget of about 310,000 yuan. See section 4 technical Response for detailed requirements.
(ii) terms of payment: 70% of the contract price shall be paid upon completion of the project, 97% of the contract price shall be paid upon completion acceptance and financial audit, and the remaining 3% shall be paid as quality retention money. The purchaser shall pay the whole amount within half a year after the warranty period.
(III) Warranty period: 3 years.
(iv) Duration: 15 calendar days.
This project adopts the lowest evaluation price method.
3. Qualification requirements for qualified bidders
The bidder shall comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China and meet the following conditions to participate in the government procurement activity:
(1) having the ability to bear civil liability independently;
(2) having a good business reputation and a sound financial and accounting system;
(3) having the professional and technical ability to perform the contract;
(4) Having a good record of paying taxes and social security funds in accordance with the law;
(5) To have no record of major violations of law in business activities within three years prior to participating in government procurement activities;
(6) Having grade II or above qualification for professional contracting of construction decoration and decoration projects, and having obtained production safety license;
(vii) The person in charge of the project to be selected by the supplier shall have the qualification of minor project manager or registered construction engineer of grade II or above (having the qualification certificate of production safety Assessment Class B);
(8) The supplier shall obtain the Letter of Credit approval for Suqian Construction Market and apply for it at the Market Office of THE MUNICIPAL Housing Authority;
If the person in charge of the unit is the same person or different units with shareholding and management relations, they shall not participate in the same package response of the project. Otherwise, the response is invalid.
Iv. Time for announcement and time for negotiation documents
1. Registration time: 8:30 on November 25, 2017 to 17:30 on November 29, 2017;
2. Registration Place: 188 Taihu Road, Suqian City (Sushi, Jiangsu province)
3. Acquisition method of negotiation documents: on-site purchase, 200 yuan/copy, non-refundable after sale;

V. Information to be provided during registration:
1. The copy of the business license of the enterprise legal person with the official seal (the copy of the "three Certificates in one" business license that has been handled);
2. The original certificate of the legal representative or the letter of authorization of the legal representative for the project;

Note: Suppliers are required to register and participate in bidding. If the registered supplier does not participate in the bidding without any reason, the integrity management file will be recorded and the credit rating will be lowered (see Cebu [2011] No. 10 for details).
