Ii. Brief description of procurement items
(I) This project is a customized and distribution service project of Santaishan Spring water, with a budget of about 150,000 yuan. The main procurement content includes santaishan Spring custom and distribution services.
(ii) Procurement and service cycle: one year.
Iii. Qualification requirements for qualified suppliers
(1) Suppliers shall meet the requirements stipulated in Article 22 of the Government Procurement Law of the People's Republic of China to participate in this government procurement activity, and shall provide the following materials according to article 17 of the Regulations for the Implementation of the Government Procurement Law of the People's Republic of China:
1. Business licenses of legal persons or other economic organizations, tax registration certificates and other supporting documents;
2. Financial status report of 2017 or 2018 (refers to the audited financial report of the supplier or the credit certificate issued by the bank; if the supplier is less than one year old, it is not required to provide it);
3. Materials related to tax payment and social security funds in accordance with the law in any month since January 2019
4. A written statement that there is no major illegal record in business activities within 3 years before participating in government procurement activities (counted from the date of issuing the public consultation document);
5. Declaration of having the necessary equipment and professional technical ability to perform the contract;
6. If the supplier is a mineral water producer, it shall provide a recent (within three months) mineral water test report;
7. The supplier shall have the Food Production License;
8. Annual output of the supplier shall be no less than 20 million bottles of mineral water. (Supply list for 2018).
(2) the bidder is not included in the list of persons subject to breach of trust, parties to major tax law cases, and records of serious illegal and dishonest ACTS in government procurement.
(3) Consortium bidding is not accepted for this project.
If the person in charge of the unit is the same person or different suppliers with direct shareholding and management relationship, they shall not participate in the government procurement activities under the same contract. Otherwise, the relevant tender is invalid.
Iv. Bid evaluation methods
This project adopts the comprehensive scoring method. Detailed details are detailed in the third part of the consultation document qualification examination and bid assessment.
