Bidding Announcement of EPC Project of Night Park Construction project of Santaishan National Forest Park (twice)
1. Tender conditions
The EPC project (second time) of The Night Park Construction project of Santaishan National Forest Park has been approved by the relevant departments. The project owner is Suqian Santaishan Tourism Development Co., LTD., and the construction fund is self-raised. The project has met the bidding conditions, now the project design, procurement, construction (EPC) of the general project contract for public bidding, especially to invite interested potential bidders to participate in the bidding.
2. Project overview and bidding scope
2.1 Project Overview:
2.1.1 Construction site: Located in Santaishan Scenic Area, Hubin New District, Suqian City
2.1.2 construction scale: including but not limited to jinghu whose proprietor entrance area, ziwei garden area, square area, haitang bay (light), the anakims; tamura west to purple ling in the direction of night tour line within the scope of the rope, including but not limited to, project-light lamp, lamps and lanterns of lamps, firefly projection lamp, water lines projection lamp, lawn lamp, garden lamp, line light, point light, laser, light, underwater light, wash wall lamp, etc., as well as wire and cable and the control system of the completion inspection and acceptance requirements covered everything.
2.1.3 Estimated contract price: the total investment of the project is about 2.6 million yuan
2.1.4 Requirements for construction period:
Total time limit: 25 calendar days (including the whole process of design, drawing review, procurement and construction).
2.1.5 Payment method: 30% of the contract price shall be paid after the construction drawing is confirmed by the employer and the main materials enter the site; 60% of the contract price upon completion of the project; 70% of the contract price shall be paid upon the completion and acceptance of the project; After the completion of the cost audit, 95% of the audit settlement price will be paid, and the balance will be paid as the quality warranty fee (no interest) after the warranty period expires.
Note: The engineering warranty period is 2 years, and the lamp after-sales warranty period is 3 years. After the project warranty period, if the project has no quality problems, 60% of the quality warranty fee will be paid, and the remaining amount of the quality warranty fee will be paid once the warranty period expires without any quality problems.
2.1.6 Quality Requirements:
Design quality standard:
1. The depth of design shall meet the current relevant national specifications and relevant regional specifications of Suqian;
2. Other design requirements of Party A.
Construction quality standard: qualified standard
2.2 Scope of Tender:
The bidding project is divided into one bidding section.
The bidding contents shall include but not be limited to:
(1) three taishan national forest park, night park construction engineering general contracting (EPC) projects (including but not limited to jinghu whose proprietor entrance area, ziwei garden area, square area, haitang bay (light), the anakims; tamura west to purple ling in the direction of night tour line within the scope of the rope, including but not limited to, project-light lamp, lamps and lanterns of lamps, firefly projection lamp, water lines projection lamp, lawn lamp, garden lamp, line light, point light, laser, light, underwater light, wash wall lamp, etc., as well as wire and cable and the control system of the completion inspection and acceptance requirements covered all content).
(2) design (including design, three taishan national forest park night park construction project contract (EPC) and estimate and construction drawing design and budget (including the later construction drawings design) and the completion acceptance stage of the design services), construction (including all the shop drawing after approved by the audit content of construction 】, equipment supply, equipment installation and commissioning and project completion acceptance, and for all other related services.
3. Bidder qualification requirements
3.1 The applicant shall have one of the following minimum qualifications of the enterprise, and shall have the corresponding general contracting capacity in terms of personnel, equipment and funds:
(1) It has grade A comprehensive engineering design qualification;
(2) Lighting engineering design special Grade B or above qualification;
(3) It has grade II or above qualification for professional contracting of urban and road lighting projects.
3.2 The qualifications of the person in charge of the proposed general contracting project shall be one of the following:
(1) In case of bidding by the construction unit, the qualification level of project leader to be selected shall be as follows: qualified as a second-level constructor or above (major in mechanical and electrical engineering or municipal public engineering), and with class B certificate of production safety assessment;
(2) If the design unit bids, the person in charge of the project to be selected shall have the professional title certificate of intermediate or above in lighting engineering or electrical engineering.
And the project leader must meet the following conditions:
A. The general contracting project manager shall not be employed or practice in two or more units at the same time.
B. The general contracting project manager shall not work on two or more projects at the same time.
C. The general contracting project manager has no criminal record of bribery; Or has a criminal record of bribery, but has been more than 5 years since the date of record.
3.3 A bidder may not have the circumstances specified in Item 1.4.3, Instructions to Bidders, Chapter II of the Bidding document.
3.4 The enterprise has the conditions for safe production and has obtained the safety production license (the designer does not need to provide it);
3.5 the bidder's legal representative authorization the principal, the engineering general contracting project director must for this unit, and provided within 6 months prior to bidding in the bidding of this unit to deal with any one month for its social endowment insurance or medical insurance pay prove (proof should be able to clearly show personnel name, pay time, social endowment insurance or medical insurance institution seal), the legal representative to attend with this requirement.

4. Acquisition of bidding documents
4.1 Acquisition time of bidding documents: 8:30 on July 13, 2019 to 18:00 on July 17, 2019;

5. Deadline for bidding
5.1 The bidding deadline is: 15:00 on July 18, 2019.
5.2 Bid opening place: Conference room on the 1st floor, sub-entrance of Santaishan Forest Park (former construction Headquarters), Suqian (300 meters to the east at the intersection of Santaishan Avenue and Yulan Road)
5.3 The bidder shall submit the paper response document to the bid opening place before the response deadline (i.e., the response document submission deadline, the same below). The tenderer shall not accept the response documents submitted late.
6. Qualification review
The bidding adopts the way of post-qualification examination for qualification examination, and the qualification examination method is: qualified system. See chapter 3 of the bidding document for qualification evaluation criteria.
7. Bid evaluation method
This project adopts bid evaluation method: comprehensive evaluation method (evaluation separation). The bid evaluation standards and methods are detailed in Chapter 3 of the bidding documents.
