The Trade Union Committee of Suqian Culture and Tourism Development Group Co., Ltd. plans to conduct competitive negotiation for the procurement project (project name) of suqian Culture and Tourism Group's 2018 Mid-Autumn Festival consolation products. Qualified suppliers are welcome to bid.

Ii. Brief description of the project
1. The tender is for the procurement project of the 2018 Mid-Autumn Festival consolation products of Suqian Cultural Travel Group, and the specific requirements are detailed in the procurement demand.
2. Project budget and maximum price: the total price is about 292,000 yuan. (This budget is based on the standard of 365 people and 800 yuan/person.) (The purchaser will not accept bidding documents above this price limit.)
3. The project adopts the lowest price evaluation method.
4. Requirements for supply period: Supply within the time limit as required by the purchaser.
5. Delivery place: deliver to the designated place (Office area of Xiangwang hometown and West Entrance of Santaishan Forest Park) according to the requirements of the purchasing unit.
6. Payment method: all the goods are delivered to the site and accepted within 20 days.
7. Before bidding, the supplier shall go to the purchasing unit to obtain competitive negotiation documents.
8. The supplier shall provide all samples as required by the purchasing unit.
9. The procurement budget and quantity are estimated based on the existing staff of the procurement unit. During the execution of the contract, the delivery quantity will be fine-tuned according to the actual personnel of the purchasing unit at that time. By participating in the negotiation, supplier shall be deemed to have known and agreed to the relevant agreement.
3. Qualification requirements for qualified bidders
Bidders shall comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China and meet the following conditions to participate in this procurement activity:
1. Legal persons or other economic organizations with independent civil liabilities;
2. Have a good record of paying taxes and social security funds according to law;
3. A written statement that there is no major illegal record in business activities within 3 years before participating in government procurement activities (counted from the date of issuance of public bidding documents);
4. The authorized client of the legal representative of the supplier shall be a member of the company and shall provide in the response document the endowment insurance certificate of any month that the company has handled for the supplier since January 2018. The certificate issued by the insurance management department of the place where the supplier is located shall prevail; (After reviewing the original and making a copy with the red seal)
5, have a business license and other documents (the scope of the business license should include daily provisions, food production, manufacturing or sales), have the personnel and professional and technical capacity necessary to perform the contract.
6. Other requirements stipulated by laws and administrative regulations.
7. Consortium bidding is not accepted for this project.
If the person in charge of the unit is the same person or different suppliers with direct shareholding and management relationship, they shall not participate in the procurement activities under the same contract. Otherwise, relevant negotiation applications are rejected.
