Suqian Haoyuan Project Management Co., Ltd. is entrusted by Suqian Cultural Tourism Development Group Co., Ltd. to conduct competitive negotiation on the procurement and installation of Spirit Fortress project of Santaishan National Forest Park. Service period: 20 calendar days
The lowest bid price method is adopted for this project: the winning candidate is recommended from low to high in the order of the bid price which meets the requirements of the negotiation documents and has been evaluated.
Iii. Supplier qualification requirements
The supplier's participation in this government procurement activity shall comply with the provisions of Article 22 and Article 17 of the Regulations for the Implementation of the Government Procurement Law of the People's Republic of China, and shall meet the following requirements:
(1) The bidder must be a legal person or other economic organization in good financial condition, paying taxes according to law and bearing civil liabilities independently;
(2) The bidder has no major illegal record in business activities within 3 years prior to his participation in government procurement activities;
The bidder's authorized client must be its official employee and provide the certificate that the bidder has paid social endowment insurance for its authorized client in any month since September 2016 (the certificate shall be issued by the competent department of social security, and the same shall be required if the bidder's legal representative attends the bid evaluation meeting).
If the person in charge of the unit is the same person or different units with shareholding and management relations, they shall not participate in the same subcontract bidding for the project. Otherwise, the relevant bid will be invalid.

5. Documents and materials required for registration

(3) The original certificate of the legal representative or the letter of authorization issued by the legal representative for the project;
(4) The original and photocopy of the identity card of the legal representative or authorized client.
Note: Suppliers are required to register and participate in the bidding. If the supplier fails to meet the qualification requirements to register at will or does not participate in the bidding without any reason after registration, the integrity management file will be recorded and the integrity level will be lowered (see Sucai Purchase [2011] No. 10 for details).
